The PAUSED parameter (0x11) that says what forward says.
Draft-23 Section 9.19.18: “The allowed values are 0 (unpaused) or 1
(paused).” So Forward::DontForward is PAUSED = 1 and
Forward::Forward PAUSED = 0, written out rather than left to the
default.
