Hold a REQUEST_ERROR’s Error Details to its Error Code.
Section 9.4.2.1: the REDIRECT Error Detail “accompanies Error Code REDIRECT and MUST be present when the Error Code is REDIRECT. An endpoint that receives a REQUEST_ERROR with Error Code REDIRECT and no REDIRECT Error Detail MUST close the session with MALFORMED_MESSAGE.” Under that code each REDIRECT detail is also held to its structure. Under any other code a REDIRECT detail is one the receiver “MUST ignore”, so it is carried unread.
Section 9.4.2 states no receiver action for a repeated REDIRECT detail, so
the decoder accepts one; check_error_details_to_send refuses it.
