Refuse a SETUP token that names an Alias with DELETE or USE_ALIAS.
SETUP is the first message an endpoint sends, so no Alias can be registered
when one arrives. Section 9.1.4: “If a server receives Alias Type DELETE
(0x0) or USE_ALIAS (0x2) in a SETUP message, it MUST close the session with
ROLE_VIOLATION.” A client receiving one is referencing an Alias that is not
registered, which Section 8.9 answers with UNKNOWN_AUTH_TOKEN_ALIAS. Either
way the frame is refused, as CodecError::TokenAliasInSetup.
