Decode the parameters a FILL_PARAMETERS value carries.
The value is the bytes a decoded KeyValuePair holds under type 0x23:
the Number of Parameters and the parameters, with no length ahead of
them. Refuses a value with bytes after its last parameter with
CodecError::SubscriptionFilterMalformed; the decoder never stores one.
