The value of a MAX_CONTROL_MESSAGE_SIZE option: the one vi64 its bytes
hold.
Option Type 0x09 is odd, so Section 8.3 gives it a Length and “a sequence
of Length bytes”, and Section 9.1.8 says “The value is encoded as a
variable-length integer”. This codec reads the bytes as exactly one vi64;
anything else is a value that “does not match the serialization defined by
that Type”, which Section 8.3 closes with MALFORMED_KEY_VALUE.
