Why ObjectFramer cannot address objects on a stream of this shape, if it cannot.

One reason survives here, and it is the one the wire reaches first: a draft this build did not compile fails at the stream header and reports BypassReason::DecodeError, so nothing after it is ever asked.

Whether a fetch stream can be addressed is not a property of the draft: the session reads the Group Order off the FETCH and the framer takes it from there — see fetch_group_order_is_needed. That case belongs to one stream rather than to the table, and is reported per stream.

stream_kind: None reads as a subgroup stream, matching Capabilities::supports’s published column.
