The head of a fetch stream: the stream type 0x05 and a Request ID.

Section 11.4.1: “all objects on the stream belong to the track requested in the message identified by Request ID”. On a fill fetch stream that is the subscription’s Request ID, a PUBLISH’s included, or a REQUEST_UPDATE’s (Section 3.4), not a FETCH’s.
