PUBLISH_STATE_NOTIFY (0x22), Section 9.10, Figure 16.

No Request ID: the subscription’s request stream identifies it. Section 9.10’s rules about who sends it and on which stream (“An endpoint that receives a PUBLISH_STATE_NOTIFY for any other request type MUST close the session with UNEXPECTED_MESSAGE. A publisher that receives a PUBLISH_STATE_NOTIFY MUST close the session with ROLE_VIOLATION.”) are session state and belong to the caller.
