TODO: Finalize on track naming
Log tracks MUST use the namespace and track name format defined in Section 3
of [MOQLOG]. The Track Namespace consists of the tuples:
(moq://moq-syslog.arpa/logs-v1/),(resourceID) where resourceID is a unique
identifier for the publishing resource.
The Track Name is a single byte containing the log priority level in binary. Priority levels range from 0 (Emergency) to 7 (Debug), following syslog severity conventions.
